California Governor’s Office of Emergency Services (“Cal OES”) is responsible for the coordination of overall state agency response to disasters. Assuring the state’s readiness to respond to, recover from all hazards and assisting local governments in their emergency preparedness, response, recovery and mitigation.
The California Incident Command Certification System (CICCS) is a cooperative effort between the State Fire Marshal’s Office (SFMO) and the California Governor’s Office of Emergency Services (Cal OES), Fire and Rescue Branch. State Fire Training is a SFMO responsibility, while the movement of fire service resources throughout the state during times of emergency is the responsibility of Cal OES Fire and Rescue through the California Fire and Rescue Service Emergency Mutual Aid Plan.

FIRESCOPE (“Firefighting Resources of Southern California Organized for Potential Emergencies”) is a system for efficient interagency resource coordination system for fire and other emergencies in the southern California region of the United States. It was developed after a bout of massive wildfires in southern California in 1970 that burned for days and involved multiple jurisdictions.

The National Wildfire Coordinating Group provides national leadership to enable interoperable wildland fire operations among federal, state, local, tribal, and territorial partners.
The State Board of Fire Services is an 17-member advisory board to the California State Fire Marshal. The Board is comprised of representatives of fire service labor, fire chiefs, fire districts, volunteer firefighters, city and county government, Office of Emergency Services, and the insurance industry. The Board is chaired by the California State Fire Marshal.
